The subsidy is the diference between the RE project price and PLN’s financial cost savings from the RE project (as estimated at the date of power purchase agreement [PPA] signature) multiplied by PLN’s actual purchases (or production in the case of PLN’s own plant).
The budget subsidy mechanism will be implemented through a regulation issued by MOF. This will specify the process for estimating, approving, paying, and auditing subsidies, including the principles for the calculation of economic benefits and PLN’s financial cost savings and the process for reviewing and approving these calculations.
